Bauchi State House of Assembly on Thursday passed into law a Bill for a Law to provide for the regulation, control and management of traffic in the State and other related matters connected thereto, 2020.
The passage to law of the bill followed the report of the House Committee on Works and Transport on the Bill which was laid before the House by the Chairman of the community, Yusuf Inuwa Dadiye (Ganjuwa West Constituency).
According to the Report, the Bill was passed into law in 2020 before the proposed amendment, opening arts of the proposed amendments include; that the Governor may at any time remove any member from office.
in his opinion, if it is in the interest of the Agency or Public, there should be Director General/Controller General to be appointed by the Governor and who shall be a person with relevant experience in traffic management and administration to control the affairs of the agency as of permanent and pensionable staff.
There is also the post of Deputy Controller General of the Agency Admin and Finance and Deputy Controller General Traffic Management, the Agency shall have the power to arrest and prosecute traffic offenders reasonably suspected of having committed any of the offences specified under the rules of engagement of the Agency,.
Further more, establishment of Mobile Court by the Chief Judge of the State for the speed trial of traffic offenders, there should be an establishment of traffic corps for the Agency, a non-uniform volunteer traffic corps comprising persons appointed known as BAROTA.
It also proposed, merger of VIO, MLA and BAROTA including all their liabilities and properties and the that there shall be placement of ranks of the staff of the agency and the minimum entrance qualification of personnel is SSCE or its equivalent including certificate of fitness from a government hospital with emphasis on mental status. However, the Committee recommended that under 20 and 21 Sections which talked about the incorporation and development of the Vehicle Inspection Office (VIO) and also that of motor licensing (MLA) into the Agency including their liabilities, powers and functions, should be expunged from the draft bill in order to allow the two units continue running their scheduled of duties independently without being merged to BAROTA due to the fact the two agencies have principal law which spell out their operational guideline in their MDAs.
After meeting, the House agreed to expunge the proposed merger of VIO, MLA and BAROTA and adopted all the recommendations of the Committee.
Majority Leader of the assembly, Tijjani Muhammad Aliyu requested the House to allow the Bill for a Law to provide for the regulation, control and management of traffic in the State and other related matters connected thereto 2020 to undergo third reading.
He was seconded by Minority Leader, rBakoji Aliyu Bobbo Chiroma Constituency
Upon approval by the House, the Speaker directed the Clerk to carryout the third reading and the House adjourned sine die as moved and seconded by the Majority Leader and the Minority Leader.
