Alhaji Sagir: Seasoned technocrat with midas touch
By Austin Asadu
Having performed superlatively in his official functions and duties, it came as no surprise to many that Alhaji Musbahudeen Yunusa Sagir, also known as M.Y. Sagir was deservedly elevated to the esteemed position of Deputy Director in the Budget Department which is a very pivotal position in the budgetary mechanism of the Federal Ministry of Works, Abuja.
As the
Deputy Director of Budget, Alhaji M.Y. Sagir assists in managing financial estimates, capital and recurrent allocations, and fiscal execution for national infrastructure projects.
The astute budget guru also coordinates the compilation, drafting, and aggregation of annual and supplementary budget proposals (capital, overhead, and personnel) across the ministry’s departments and highway sectors.
A savvy Alhaji Sagir also manages financial progress on road and bridge construction sites, working with engineering and accounts units to sequence payments for contractors and consultants.
He also interacts with the Budget Office of the Federation and central planning authorities regarding budget defense, call circular compliance, and Medium-Term Sector Strategy (MTSS) alignment.
while overseeing the maintenance of capital and recurrent vote books, tracks fund releases, and ensures adherence to budgetary limits and public financial management regulations.
Indeed a meticulous Alhaji Sagir places great store on constant consultation, mutual dialogue and frequent interaction with his staff as well as the FMW management since he assumed office few years ago.
On assumption of office, Alhaji M.Y. Sagir who is a professional accountant of no mean pedigree wasted no time in convening several meetings with top, senior and middle level staff in order to get a feel of the heart and minds of those that keep the system going.
This positive stance has been key to the goals and objectives achieved by Alhaji Sagir as no matter one’s expertise, experience, sincerity or commitment to duty, not much can be realised by working alone or with a clique oblivious of the opinions, desires or ideas of others. Indeed Haji Sagir as he is fondly called is an avid fan of the time worn but trite mantra: lf you want to go fast, go alone but if you want to go far, go with others.
Leadership by example and not by precept is another positive mantra dear to the heart of the dependable budget helmsman and he is keen to mentor his subordinates, associates and those that share his flair for hardwork, technical competence, outstanding performance and exemplary achievement in all its positive ramifications.
Alhaji M.Y. Sagir has motivated his staff by his instinctive optimism always taking the glass to be half full, not half empty.
As a devout Muslim, he embodies the divinely mandated character traits of charity, benevolence and honesty to all and sundry irrespective of ethnic, religious, sectional, linguistic or cultural affiliation Alhaji Sagir’s friends, acquaintances and associates cuts across the length and breadth of the nation and he operates an open door, inclusive and accommodating administrative style that welcomes all manner of ideas, opinions and perspectives, no matter how differing or dissenting as far as they are tailored to move the system to the new level in the positive scheme of things.
A steadfast M.Y. Sagir has also employed effective communication skills, working and liaising with different departments and secretariats both within and outside the Federal Ministry of Works whilst managing multiple and varied tasks simultaneously through effective planning, organizing and prioritizing with a high sense of attention and detail to achieve assigned goals and targets.
Thus his mature counsel, timely and sincere advice as well as his unimpeachable integrity and honour has brought Alhaji Sagir in good stead with the staff and management of the Federal Ministry of Works.
Thus as the competent and dynamic
Alhaji Musbahudeen Yunusa Sagir moves forward with much needed reform policies geared towards ensuring a more credible and responsive service delivery within the system, he will surely excel as the entirety of the staff and management are on one accord with him to move the Federal Ministry of Works forward in the crucial scheme of things.
