Katsina Governor Radda appoints new heads for KASROMA, KASEDA, Civil Service Commission, Pension Bureau

Katsina State Governor, Malam Dikko Umaru Radda has approved the appointment of key officials to head critical agencies in Katsina State.
The Governor approved the appointment of Engr. Abba Junaidu as Chairman of the Katsina State Road Maintenance Agency (KASROMA).
Engr. Junaidu holds a Master’s degree in Environmental Management and a Bachelor of Engineering (B.Eng) in Civil Engineering.
He brings extensive experience from his roles as Chief Building Officer and Assistant Project Manager at the Ministry of Education, as well as Principal Civil Engineer and Chief Resident Engineer at the Ministry of Works.
Governor Radda also appointed Dr. Babangida Ruma as Director General of the Katsina State Enterprise Development Agency (KASEDA).
Dr. Ruma, who previously served as Technical Assistant to the Governor on Enterprise Development, is a renowned technologist, serial entrepreneur, and youth development advocate. UNESCO Institute for Information Technologies in Education recognized him as “Father of Technology and Innovation” for his groundbreaking work in using technology for development.
Additionally, Idris Usman Tune will chair the Civil Service Commission. He holds a B.Sc in Political Science, PGDPC, and MPPA.
Tune, who served as Head of Service until May 2023, has worked across various state government agencies.
The Governor further constituted the Katsina State Pension Bureau with Ibrahim Boyi Dutsinma as Part-Time Chairman, Musa Rabiu Mahuta as Executive Director Finance and Administration, Abbati Ibrahim Masanawa as Executive Director Operations, Usman Shehu as Executive Director ICT and Database Management, and Dr. Faruk Aminu as Independent Observer.
Representatives of MDAs and unions will also join the board as contained in the Katsina State Pension Reform Law 2025.
For the Katsina State and Local Government Pension Transition Board, Hon. Muntari Dan Ammani will serve as Executive Secretary, while Garba Sanda Mani, MNI, takes the position of Part-Time Chairman. Dr. Faruk Aminu will serve as Independent Observer, alongside representatives of MDAs and unions.
Governor Radda charged the appointees to prioritize service delivery to the people of Katsina State in line with his administration’s “Building Your Future” agenda.
The appointments take immediate effect.
