CNA Kamoru Ogunlana Esq’s holistic policy reform agenda: The unauthorised story

Indeed the National Assembly’s administrative, bureaucratic and operational indices have witnessed unprecedented transformation since the fortuitous ascension of Kamoru Ogunlana as the Clerk to the National Assembly in February 2025,, most editorialists and parliamentary experts have scored him quite high on account of the numerous creative policy formulations/implementations that has placed NASS at the highest levels of parliamentary practice and procedure in the world rivaling and even overtaking those of the advance democracies of U.S., U.K., France, Canada, Australia etc.
While many have dwelt on the remarkable adherence to sanity, probity, due process, transparency and accountability of the Kamoru Ogunlana regime, others have applauded the legendary knack for unvarnished professionalism, technical competence and exemplary professionalism which is widely acknowledged as one of the organizational pillars of the CNA’s leadership focus and vigour.
Even the CNA ’s penchant for strict political neutrality and lack of bias for any political faction or interest coupled with his uncompromising pursuit of the welfare and wellbeing of the NASS staff has been widely chronicled by savvy pundits of the legislative schools of thought as well as numerous technocratic think tanks.
However many are not aware of the visionary and intuitive progression of the Kamoru Ogunlana’s administrative, organizational and operational blueprint that led to this transformational revolution that has placed the NASS at the pinnacle of the global parliamentary comity and the days, months and years that the tenacious CNA literally burnt the midnight oil in order to assemble this awesome and record-shattering blueprint.
As a highly regarded and well-calibrated interlocutor Kamoru Ogunlana Esq chooses his words carefully an has never been known to engage in careless talk or aimless chatter as is common with many in the administrative or political class but once he speaks, he resonates with clear authority, brevity and matchless lucidity.
His statements on policy issues and critical matters of the day are clad with iron cast vision and purpose and geared towards illuminating, dissecting and resolving complex and contentious issues of national, regional and international implications.
It took a long, tortuous and tasking process involving extensive research, critically analysis, wide-ranging consultations, and extensive deliberation and consultation, mainly with international parliamentary officials, experts, scholars, diplomats, the mass media as well as also importantly, the NASS legislators, management and staff before a resolute Kamoru Ogunlana could lay out his inspirational administrative blue print for the re-organization and restructuring of the vast NASS bureaucracy and even then the blueprint had to be worked, and reworked several times as the CNA’s penchant for administrative fastidiousness and excellence is well documented, as far as he is concerned, mediocrity is an option worse than even death, forgive the metaphor.
After the painstaking preparation of this historic blueprint which undoubted represents a Magnus Opus as far as parliamentary organization, practice, procedure and management is concerned, a perceptive Kamoru Ogunlana did not force down or unilaterally impose it on the staff and management as some top level administrators may be wont to do, rather key aspects of this revolutionary precursor was disseminated among strategic and pivotal organs of the NASS bureaucracy and the task no doubt was made easier by the earlier widespread consultations that the CNA had embarked upon in the early stages of the blue print designation.
In any case the credible and forward-looking policy thrusts of Ogunlana’s progressive policy desiderata received overwhelming acceptance and encouragement from the length and breadth of the NASS landscape especially among the rank and file who tended to feel left out of the scheme of things in previous dispensations.
Thus the NASS staff and management were more than enthusiastic and became unrepentant cheerleaders for this institutional work plan that was designed to effectively reposition the NASS for a more responsive service delivery to the Nigerian people as well as enhancing the welfare and wellbeing of the NASS staff and management.
And indeed the auspicious policy blueprint achieved tremendous success due to the fact that it carried the overwhelming majority of NASS staff along in it’s implementation and execution stages save for a negligible few who perversely benefitted from the depredations and dystopia of the old untenable order.
In fact the CNA’s reform agenda is on course, unrelenting, unwavering and unshakable like the legendary Rock of Gilbartrar.
