Senator Ahmed Wadada Aliyu’s Manifesto for a People-Centred, Productive and Prosperous Nasarawa
Nasarawa State stands at an important crossroads. The state is blessed with enormous human resources, fertile agricultural land, abundant solid minerals, a youthful population and a strategic geographical location adjoining the Federal Capital Territory. Yet, the real challenge is no longer what Nasarawa possesses, but how effectively those resources can be converted into jobs, prosperity, quality public services and a better standard of living for its people. It is against this background that Senator Ahmed Wadada Aliyu has presented the HEARTS Agenda as his strategic roadmap for the transformation of Nasarawa State from 2027.
The HEARTS Agenda should therefore not be viewed as another collection of political promises. It is a proposed governance framework designed to put the people at the centre of development while building an economy capable of creating opportunities for generations to come. Its emphasis on human capital, economic diversification, agriculture, infrastructure, technology and security reflects an understanding that no single sector can transform Nasarawa in isolation. H — HUMAN CAPITAL DEVELOPMENT: INVESTING IN THE PEOPLE
At the heart of the HEARTS philosophy is the conviction that the greatest resource of Nasarawa State is its people. The proposed emphasis on education, healthcare, skills development, youth empowerment and social inclusion is intended to produce citizens who are healthy, educated, employable and capable of contributing meaningfully to the state’s economy. This means a Wadada administration would have to treat education and healthcare not simply as recurrent government responsibilities, but as strategic investments in the future of Nasarawa. Quality basic education, teacher development, skills acquisition, healthcare delivery and opportunities for young people and women must become measurable priorities. The published manifesto specifically proposes free basic education, renovation of public schools, teacher training and learning materials, while also proposing functional primary healthcare services across wards. E — ECONOMIC ENHANCEMENT: FROM RESOURCE DEPENDENCE TO WEALTH CREATION
The second major message of the HEARTS Agenda is that Nasarawa must move from an economy largely dependent on government expenditure to one driven by production, enterprise, investment and innovation. The state possesses agricultural potential and substantial mineral resources, but the real economic value will come from processing, industrialisation, value addition and the creation of businesses around those resources.
This is where the agenda’s emphasis on economic diversification, investment promotion and support for micro, small and medium enterprises becomes particularly important. Rather than allowing raw agricultural and mineral resources to leave the state with little value added, the proposed direction is to develop economic and industrial opportunities within Nasarawa itself. A — AGRICULTURAL REVOLUTION: TURNING NASARAWA INTO A FOOD AND AGRO-PROCESSING POWERHOUSE
Agriculture must occupy a central position in the economic transformation of Nasarawa State. The state has the land, climate and human capacity to become one of Nigeria’s leading agricultural and agro-processing centres. The challenge is to move agriculture beyond subsistence production into a modern, commercial and technology-driven enterprise.
Under the HEARTS vision, farmers should have better access to improved seeds, irrigation, extension services, mechanisation, finance, storage and markets. But production alone is not enough. The greater opportunity lies in agro-processing, where crops produced in Nasarawa can be transformed into finished and semi-finished products within the state. R — RURAL AND URBAN TRANSFORMATION: CONNECTING THE PEOPLE TO OPPORTUNITY
No state can achieve sustainable development when rural communities remain disconnected from economic centres and basic services. Rural transformation must therefore be treated as an economic strategy, not merely an infrastructure programme.
The HEARTS Agenda proposes roads, bridges, schools, healthcare facilities, housing, transportation and digital infrastructure as part of a balanced development strategy. The objective should be clear: whether a citizen lives in Lafia, Keffi, Akwanga, Doma, Toto, Awe, Wamba, Nasarawa Eggon, Karu, Kokona, Nasarawa, Obi or Keana, government must be visible through infrastructure and essential services. T — TECHNOLOGY AND DIGITAL INNOVATION: BUILDING THE NASARAWA OF THE 21ST CENTURY
The future of governance and economic development is digital, and Nasarawa cannot afford to be left behind. The HEARTS Agenda’s technology component provides an opportunity to modernise government, improve access to public services and prepare young people for the emerging digital economy.
Digital governance can reduce bureaucratic delays, improve transparency and make government services more accessible. At the same time, broadband expansion, innovation hubs, digital skills training and technology-based entrepreneurship can create opportunities for young people who may not find employment in the traditional public-sector economy. S — SECURITY AND GOOD GOVERNANCE: THE FOUNDATION OF DEVELOPMENT
There can be no meaningful development without peace and security, and there can be no sustainable governance without accountability. The final dimension of the HEARTS Agenda therefore brings together security, transparency, fiscal responsibility, institutional strengthening and inclusive governance.
Security should not be understood solely in terms of responding to crime after it occurs. A modern security strategy must involve prevention, community engagement, intelligence, technology and cooperation among relevant security institutions. But security must go hand in hand with good governance. Citizens must know that public resources are being used responsibly and that government decisions are based on public interest. Another important dimension of the current HEARTS presentation is the emphasis on energy and mineral resources. Nasarawa’s mineral wealth represents an opportunity to move beyond the extraction of raw materials towards responsible exploitation, processing, investment and industrial development.
The objective should be to ensure that mineral resources become a source of employment, infrastructure and sustainable revenue rather than simply leaving the state as unprocessed commodities. Equally important is the development of reliable energy solutions that can support industries, businesses, farms and communities. WOMEN AND YOUTH: THE ENGINE OF THE NEW NASARAWA
A transformative government cannot afford to treat women and young people as spectators in the development process. They must be active participants and beneficiaries of economic growth.
The HEARTS vision therefore provides a platform for youth employment, entrepreneurship, skills development and support for women-owned businesses. The published manifesto proposes the creation of 50,000 direct jobs and support for 10,000 SMEs through a dedicated youth empowerment fund within the first two years, alongside a women empowerment fund offering accessible financing. The significance of these proposals goes beyond the numbers. The real objective should be to create an environment where a young Nasarawa citizen does not have to depend entirely on government employment to build a successful future. Government should create the conditions—skills, infrastructure, finance, technology and markets—that allow citizens to create wealth for themselves and employ others.
A GOVERNMENT THAT MEASURES RESULTS
Perhaps the most important distinction of the HEARTS Agenda is its stated emphasis on implementation. A manifesto becomes meaningful only when citizens can measure what government has achieved.
The proposed Governance Delivery and Results Framework provides for defined priorities, performance indicators, monitoring and periodic reviews. This approach offers a powerful political proposition: government should not merely announce projects; government should demonstrate results. Citizens should be able to ask what was promised, what was budgeted, what was implemented, what was achieved and what remains outstanding.
THE HEARTS AGENDA AS A SOCIAL CONTRACT
Ultimately, the HEARTS Agenda is about restoring the relationship between government and the people. It is a proposition that government exists to serve citizens, protect communities, create opportunities and build institutions that will outlive individual political office holders.
For Nasarawa, the choice before 2027 should therefore be bigger than personalities and political slogans. It should be about the kind of state the people want to build: a state where education produces opportunity; agriculture produces wealth; mineral resources produce industry; infrastructure connects communities; technology opens new possibilities; women and young people participate fully in the economy; and security allows citizens to live and invest with confidence.
Senator Ahmed Wadada Aliyu’s HEARTS Agenda presents that vision as a proposed contract with the people of Nasarawa State—a commitment to move from potential to productivity, from resources to wealth, from promises to measurable results and from government as an institution to government as an instrument of public service.
The message is therefore simple but profound: Nasarawa does not lack potential; what it needs is purposeful leadership capable of converting its enormous potential into prosperity. The HEARTS Agenda is Senator Wadada’s proposed roadmap for achieving that transformation from 2027.
