PSC promotes Anambra CP Orutugu, 12 others to AIGs, approves 272 promotions

The Police Service Commission (PSC) has promoted the Commissioner of Police in Anambra State, Livingstein Ikioye Orutugu, alongside 12 other Commissioners of Police, to the rank of Assistant Inspector-General of Police (AIG).

The promotions formed part of a broader exercise in which the Commission approved the elevation of 272 police officers across various ranks following their successful performance in the recently concluded written examinations and oral interviews held at the PSC Corporate Headquarters in Abuja.

The approvals were ratified on July 1, 2026, during the Commission’s plenary meeting at its headquarters in Abuja.

In addition to the promotion of the 13 Commissioners of Police to AIG, the PSC elevated 17 Deputy Commissioners of Police (DCPs) to the substantive rank of Commissioner of Police (CP).

The newly promoted Commissioners of Police are Nelson Nwamanna, Bolanle A. Murtala, Danbaba Mohammed Labbo, Ajayi Oluyemi, Oki Rita Oyintare, Ibrahim Umar Zungura, Iya Umar Mohammed, Darma Nuhu Na’aliyu, Nuruddeen A. Sabo, Tijjani Murtala, Yakubu Mohammed, Ibrahim Lukunche Usman, Akingbade C. Adeyinka, Mohammed Hassan Ahmed, Samuel Erale Ahmed, Adedeji Taiwo and Zainab A. Pembi.

The 13 Commissioners of Police elevated to Assistant Inspector-General of Police are Livingstein Ikioye Orutugu (Anambra State Command), Itam Nnaghe Obono (Counter Terrorism Unit), Bassey Samuel Ewah (Plateau State Command), Osagie John Agans-Irabor (FCID Lagos), Monday Agbonika (Edo State Command), Iyamah Daniel Adebor (Bayelsa State Command), Isa Danladi Nda (Abia State Command), Akaninyene Ezima (NPF-NCCC), Afegbua B. Rashid (Cross River State Command), Edozie Hycenth Azuka (AML/CFT, FCID), Haruna Alaba Yahaya (Jigawa State Command), Emenari Ifeanyi Innocent (Benue State Command) and Betty Enekpen Otimenyin (Police Welfare).

The Commission also promoted 28 Assistant Commissioners of Police (ACPs) to the rank of Deputy Commissioner of Police (DCP). Among them are Ofili Felix, Mohammed Baba-Mala, Deborah O. Benary, Mohammed Sani Musa, Lot Garba Lantoh, Ijeoma Princewill Onyema, Oyedepo Olubisi, Amanyi Christopher and Regina Mbanefo.

Similarly, 33 Chief Superintendents of Police (CSPs) were elevated to the rank of Assistant Commissioner of Police (ACP). They include Mustapha Lawal, Gafar Ajayi Adeyanju and Nnamdi Lotanna Anabike, among others.

Furthermore, the PSC confirmed the appointments of 162 Assistant Superintendents of Police II (ASP II) to the substantive rank of Assistant Superintendent of Police I (ASP I).

Speaking after the promotions, PSC Chairman DIG Hashimu Salihu Argungu (Rtd.) congratulated the beneficiaries and urged them to uphold professionalism, integrity and accountability in the discharge of their duties.

He advised the officers to remain transparent, avoid involvement in civil disputes—particularly land-related matters—and always remember that public service demands discipline and ethical conduct.

“Guard your reputation and integrity. Let your actions speak for you and not against you,” the PSC Chairman told the newly promoted officers.
